What is diplomacy at its core?
For H.E. Ambassador Renso Herrera Franco, Ambassador of the Dominican Republic to the United Arab Emirates, the answer is remarkably simple:
"Diplomacy is building bridges."
In Episode 4 of Culture Capsule, I had the privilege of speaking with His Excellency, whose distinguished diplomatic career spans more than three decades across multiple continents. Throughout our conversation, one message remained constant: meaningful progress begins with human connection.
Respect Comes Before Relationships
When diplomats arrive in a new country, they represent their nation. But before they can build partnerships, they must first build trust.
For Ambassador Herrera Franco, that process starts with respect.
He shared that whenever he and his family begin a new diplomatic posting, they make a conscious effort to understand the country's history, traditions and culture.
"The first thing you can do is respect other people and their culture."
It is a simple philosophy with profound implications.
Only when we move beyond assumptions and seek to understand one another do we discover that, despite our different backgrounds, we often share the same aspirations, values and hopes.
This mindset has shaped His Excellency's experience in the UAE, where he found not unfamiliarity, but common ground.
Vision That Looks Beyond Today
One of the themes that resonated most throughout our discussion was His Excellency's admiration for the UAE's long-term vision.
Reflecting on the country's remarkable transformation, he highlighted something many visitors notice but few articulate so clearly:
"When they built their roads, they built them for 40 or 50 years ahead."
That observation goes beyond infrastructure.
It reflects a leadership philosophy that plans for future generations rather than immediate results.
This perspective also connects closely with the Dominican Republic's own national development strategy, Meta RD 2036, an ambitious vision to double the country's GDP while strengthening its global competitiveness.
For Ambassador Herrera Franco, the UAE demonstrates what becomes possible when vision is matched by disciplined execution.
The Dominican Republic: More Than a Holiday Destination
Although many people immediately associate the Dominican Republic with its world-famous beaches, our conversation revealed a far richer story.
His Excellency described a country shaped by centuries of cultural exchange—a vibrant blend of European, African and Arab influences that have become part of its national identity.
That diversity has fostered values remarkably familiar to those living in the UAE:
Strong family bonds
Hospitality
Respect for guests
Community spirit
He also highlighted the country's strategic position as a gateway to the Americas, its growing economy, expanding logistics sector and increasing investment opportunities.
His message was clear:
"This is the moment to get in."
Whether as a destination for tourism, business or investment, the Dominican Republic is positioning itself as an emerging global partner.
Leadership Is About Bringing People Together
One lesson extended well beyond diplomacy. When I asked His Excellency about leadership, he offered advice that applies equally to governments, businesses and communities.
"If you want to go far, go in company."
Leadership, he explained, is not about individual achievement.
It is about creating shared purpose, building trust and bringing people together around a common vision.
His advice for young diplomats was equally timeless:
"Be yourself."
Authenticity, credibility and genuine human relationships remain the foundation of effective leadership—regardless of profession.
The Enduring Power of Human Connection
Technology continues to reshape the way we communicate. Artificial intelligence is changing how we work. Globalisation is transforming how nations collaborate. Yet this conversation reminded me that some principles never change. Whether in diplomacy, business or everyday life, lasting relationships are built on curiosity, respect and authenticity.
As Ambassador Herrera Franco so eloquently demonstrated, diplomacy is far more than negotiations between governments.
It is the art of helping people understand one another.
And perhaps that is the most valuable bridge we can build.
